The third general assembly and election meeting of the Xianyang Tea Industry Association was held from 4 to 5 December, bringing together key figures from across China’s tea sector. Among the attendees were Li Sanyuan, Honorary President of the China Tea Marketing Association, with Shen Weiwei, the association’s Deputy Supervisor-General, delivering a formal message of congratulations. Jiao Zhipeng, Deputy Director of the Standing Committee of the Xianyang Municipal People’s Congress, presented letters of appointment to newly designated advisers, while Vice Mayor Cheng Wenjie addressed the conference. Fang Xiaofei, Vice Chair of the Xianyang Municipal Committee of the CPPCC and head of the city’s Fucha industry chain, presided over the unveiling of the Fucha Culture Industry College of Xianyang Polytechnic Institute during the conference. Tang Changchun, a member of the Party leadership group and Deputy Director of the Xianyang Supply and Marketing Cooperative, also attended and delivered remarks.
Representatives from Xianyang Polytechnic Institute, including Vice President Wu Xujin, Gao Peng, Director of the Office of Employment and Industry–Education Cooperation, and leaders of the School of Finance and Economics, were present for the unveiling ceremony.

At the conference, Fang Xiaofei and Wu Xujin jointly unveiled the college’s nameplate. Wu also granted plaques recognising several partner enterprises — including Shaanxi Qinshang Tea Culture Promotion Co., Ltd. — as “Industry–Education Integrated Training Bases of Xianyang Polytechnic Institute.” In addition, the School of Finance and Economics of Xianyang Polytechnic Institute was appointed as a governing member of the association’s third council.


Xianyang Polytechnic Institute has been actively advancing national priorities on industry–education integration and college–enterprise cooperation. Leveraging the region’s distinctive Fucha industry, the institute partnered with the Xianyang Tea Industry Association and Shaanxi Qinshang Tea Culture Promotion Co., Ltd. to jointly establish the Fucha Culture Industry College.
The new college will serve as a platform for Fucha culture dissemination, product marketing, vocational training, and tea art competitions. Through talent development, cultural promotion, and market outreach, it aims to strengthen the visibility, reputation, and commercial competitiveness of the “Xianyang Fucha” regional brand. The initiative is expected to support the upgrading of the Fucha industry and provide fresh impetus to Xianyang’s broader economic and social development.
